What tends to matter here
- Capacity is high and variable, and the public protection duties follow from it rather than from what the building is called.
- Lifts, escalators and travelators are lifting and work equipment with statutory examination of their own, per item and often numerous.
- Concessions — coffee, food, retail — sit inside your premises and bring their own duties, whether or not you operate them.
- Staff are distributed across shifts and locations, so acknowledgement records matter more than a noticeboard.
- Evidence packs assembled per site rather than per operator are what an inspector actually asks for.
